As Frisco began to grow, three prominent Dallas businessmen joined forces to create what would become one of the city's most prestigious residential developments. Real estate developer Jeff Blackard partnered with Tom Hicks, former owner of the Texas Rangers and Dallas Stars, and David McDavid, the well-known Dallas automobile entrepreneur, to bring The Lakes on Legacy to life. The Lakes on Legacy was among the notable early projects of Jeff Blackard, who would later become widely recognized for developing the European-inspired Adriatica Village in McKinney. Their vision resulted in an award-winning community that stood apart from traditional suburban developments.
